MILC’s Solutions to End Homelessness Program (STEHP) was created to assist households that have been identified as at-risk, and without some form of assistance – would experience homelessness in St. Lawrence, Franklin, and Essex, NY Counties. STEHP is a program to transition participants to housing stability – either through their own means or through public assistance as appropriate.
Eligible Populations fall within two categories: At-Risk of Homelessness or Literally Homeless:
At Risk of Homelessness
An At-Risk of Homelessness individual is someone that has been identified as being in imminent danger of losing their present housing situation and without assistance would otherwise be homeless.
Literally Homeless
A Literally Homeless individual is someone who is living in a public or private place not designed for, or ordinarily used as, a regular sleeping accommodation for human beings.
All STEHP applicants will also be screened for income eligibility. Household income must fall within 30% of the current Area Median Income.
Eligible Activities
Funds received under the STEHP Grant may be used for one or more of the activities listed below relating to homelessness prevention services and/or rapid re-housing for those at-risk of homelessness or those who are experiencing homelessness. Additionally, all funds are subject to availability:
• Rental Assistance
• Rental Arrears
• Security Deposits
Ineligible Activities
Funds received under this grant may not be used for categorical expenses other than those listed above. Including, but not limited to:
• Mortgage costs
• Credit Card Bills or similar debt
• Travel & Food Costs
• Furniture
• Medical debt
• Taxes
• Work or education related materials
• Cash
• Pet Care
• Repairs, Maintenance, or Construction Costs
