MILC is able to provide in-person assistance free of charge to all Franklin County, NY residents who would like help to enroll in a health insurance plan through the New York State Health Plan Marketplace. MILC’s Navigators can also provide information to help you understand the new Affordable Care Act, the Health Care Reform regulations, and how they benefit you, your family, or your business. Services are free, confidential, unbiased, and local!

CDPAS (Consumer Directed Personal Assistance Services) is a home health care service that is consumer directed and allows people with disabilities to hire, monitor, train, and terminate personal care assistants.

NY Connects is a partnership between ILC’s and the local/NY State Office for the Aging – NY Connects assists aging New Yorkers and people with disabilities with comprehensive person-centered planning and information on longer term care services and supports.

The Massena TRIAD Program was developed in 2005 to enhance the delivery of law enforcement, social services and the public awareness of crime activity and reduce the criminal victimization of older citizens, people with disabilities, and those with common issues in the Massena area.

The Massena Neighborhood Watch program was started in 2009 to address growing concerns about the increase in crime in Massena.

In 2012 the groups were merged to improve the efforts of preventing criminal activity and delivering law enforcement services to our community

Member organizations include Massena Senior Citizens, Massena Housing Authority, Massena Independent Living Center, Massena Police Department, St. Vincent DePaul, Massena Village Board and other concerned citizens.
